Default Boost gauge malfunction?

The boost gauge on my '03 SSEi reads -10 psi at idle....when I'm at full throttle it reads about 7 psi (which is normal)....but i was reading in the owner'* manual that when you start the car it should sit at 0 psi...and it don't...is something wrong or is that normal?

My manual says that too but I believe -10 at idle is normal.

It would only sit at zero if you turned the key far enough to turn the electronics on, but not start the engine. -10 is where it should be when idling.
