Default 2002 & 2003 safety recall

Just got a note from GM about a posslible defect in the fuel tank pressure sensor for these model years.

This is a safety recall and not a TSB.

The dealer will either replace the fuel tank pressure sensor and/or the whole fuel tank and charcoal cannister.

If you own one of these vehicles, and haven't been notified yet, give your dealer a call for more details.

Here you ALL go!
Product Safety - Fuel Tank Pressure Sensor #03038 - (10/10/2003)
03038 -- Fuel Tank Pressure Sensor

2002-2003 Cadillac DeVille, Seville

Equipped with V8 (4.6L) Engine (LD8/L37)

2002-2003 Oldsmobile Aurora

Equipped with V8 (4.0L) Engine (L47)

2002-2003 Pontiac Bonneville SSEi

Condition
General Motors has decided that a defect which relates to motor vehicle safety exists in certain 2002-2003 model year Cadillac DeVille and Seville vehicles equipped with a V8 (4.6L) engine (LD8/L37), Oldsmobile Aurora vehicles equipped with a V8 (4.0L) engine (L47), and Pontiac Bonneville SSEi vehicles. The fuel tank pressure sensors in these vehicles are unusually susceptible to malfunctions. If the sensor malfunctions, excessive vacuum can be applied to the fuel tank during self-diagnostic testing. Fuel system components can be damaged and fuel can leak from the vehicle when it is refueled. Possible symptoms of this condition are fuel odor from the fuel tank area, inaccurate fuel gauge readings, and poor driveability. If there is an ignition source present, a fire could occur.

Correction
Dealers are to replace the fuel tank pressure sensor, and if required, the fuel tank assembly and evaporative emission canister.

Vehicles Involved
Involved are certain 2002-2003 model year Cadillac DeVille and Seville vehicles equipped with a V8 (4.6L) engine (LD8/L37), Oldsmobile Aurora vehicles equipped with a V8 (4.0L) engine (L47), and Pontiac Bonneville SSEi vehicles built within these VIN breakpoints:

Service Procedure
The following procedures provides information for diagnosing whether it is necessary to replace the fuel tank pressure sensor only, or the complete fuel tank assembly and evaporative (EVAP) emission canister. Read the entire service procedure before beginning any work.

Connect a Tech 2 to the vehicle'* diagnostic link connector (DLC) and inspect for diagnostic trouble code (DTC) P0440 or P0446.
If neither code is stored, the fuel tank pressure sensor must be replaced. Disconnect the Tech 2 and proceed to the section below titled, "Fuel Tank Pressure Sensor Replacement."
If one or both of the codes are stored, additional diagnosis must be performed; proceed to the next step.
Raise the vehicle on a suitable hoist and support as necessary.
Disconnect the hoses from the vapor canister. For additional information, refer to the "Evaporative (EVAP) Emission Canister Replacement' section in the appropriate Service Manual or SI.
Remove the three nuts that attach the vapor canister to the vehicle and remove the canister and bracket.
Tip the canister upside down (hose fitting facing downwards) and inspect for any fuel leakage.
If ANY AMOUNT of fuel comes out, the complete fuel tank assembly and EVAP canister must be replaced. Do not install the new canister until instructed to do so in the service procedure. Proceed to the section below titled "Complete Fuel Tank Assembly and EVAP Emission Canister Replacement."
If no fuel comes out of the canister, then only the fuel pressure sensor needs to be replaced. Reinstall the canister and connect the hoses. Tighten the nuts to 6 N·m (53 lb in). Lower the vehicle and proceed to the section below titled "Fuel Tank Pressure Sensor Replacement."
Fuel Tank Pressure Sensor Replacement
This procedure should be used if ONLY the fuel tank pressure sensor requires replacement.

Open the rear compartment (trunk) and reposition the floor carpeting as necessary to access the fuel tank sending unit access panel.

Remove the bolts that attach the access panel to the floor.
Remove the access panel.

Important
Do not remove the sending unit from the fuel tank in the next steps.

Locate the fuel tank pressure sensor on top of the sending unit and disconnect the electrical connector.
Using a twisting motion, carefully pull up on the fuel tank pressure sensor to unplug it from the sending unit.
Position the new fuel tank pressure sensor to the hole in the sending unit and press it firmly into place.
Connect the electrical connector to the fuel tank pressure sensor.
Position the access panel to the floor pan opening and install the attaching bolts. Tighten
Tighten to 2 N·m (18 lb in).

Reposition the floor carpeting and close the rear compartment lid.
Install the GM Recall Identification Label.
Complete Fuel Tank Assembly and EVAP Emission Canister Replacement
This procedure should be used only if the earlier diagnosis indicated that the complete fuel tank and EVAP emission canister requires replacement. If only the fuel tank pressure sensor requires replacement, do NOT use this procedure. Use the procedure titled, "Fuel Tank Pressure Sensor Replacement."

Tools Required
J 34730-1A Fuel Pressure Gauge

Important
The replacement fuel tanks listed in the Parts Information section come complete with the sending unit/fuel pump, hoses, pressure sensor, etc.

Courtesy Transportation
The General Motors Courtesy Transportation program is intended to minimize customer inconvenience when a vehicle requires a repair that is covered by the New Vehicle Limited Warranty. The availability of courtesy transportation to customers whose vehicles are within the warranty coverage period and involved in a product recall is very important in maintaining customer satisfaction. Dealers are to ensure that these customers understand that shuttle service or some other form of courtesy transportation is available and will be provided at no charge. Dealers should refer to the General Motors Service Policies and Procedures Manual for Courtesy Transportation guidelines.

Refer to the General Motors WINS Claims Processing Manual for details on Product Recall Claim Submission.

Customer Notification
- For US and Canada
Customers will be notified of this recall on their vehicles by General Motors (see copy of customer letter included with this bulletin).

Customer Notification - For IPC
Letters will be sent to known owners of record located within areas covered by the US National Traffic and Motor Vehicle Safety Act. For owners outside these areas, dealers should notify customers using the attached sample letter.

Dealer Recall Responsibility
- For US and IPC (US States, Territories, and Possessions)
The US National Traffic and Motor Vehicle Safety Act provides that each vehicle which is subject to a recall of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation. To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. In the recall notification letters, customers are told how to contact the US National Highway Traffic Safety Administration if the recall is not completed within a reasonable time.

Dealer Recall Responsibility - ALL

All unsold new vehicles in dealers' possession and subject to this recall MUST be held and inspected/repaired per the service procedure of this recall bulletin BEFORE customers take possession of these vehicles.

Dealers are to service all vehicles subject to this recall at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.

Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Recall follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this recall enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the recall correction has been made before selling or releasing the vehicle.

Point it out to the dealer. Make it part of the sales agreement that any and all recall and TSB work is done before you take ownership. The recall stuff will be easy, you may have to haggle over the TSB stuff.

OK, looks like we lucked out. 03 SSEI VIN 34178678 so apparently they fixed it online sometime past middle of model year run.

Makes me curious about production runs. Looks like 58k in 02 (if it starts at beginning of year), 78k+ in 03. Do you know if that'* all SSEi'* or includes all Bonnevilles? Food for thought anyway.

How does one get a list of the TSB'* (Tech service bulletin?) for a specific model year? Might be interesting.

Thanks for you're efforts and information

I get them from GM myself....I work for a Pontiac Dealership in the Parts Department.
I've got access to all of GM'* database for Service Information (TSB'*, Campains, Hot Tips) too.
Here will give you a list of all the particular TSB'* for any vehicle, but you'll still need someone to actually access the GM Database to read that TSB though.
