The 2000+ Bonneville key fobs can only be programmed using a Tech 2 scan tool. Generally, there are few shops other than GM dealers that have this. Unfortunately you're looking at a trip to your local dealer. Cost varies by dealer and some will actually do this without charge although most will assess some sort of fee.

I replaced the battery in mine, and it quit working. All I did was put the key in the ignition and turn it to on, then held down the lock and unlock buttons at the same time for about 30 seconds. The doors locked and the lights flashed. Now the key fob works. This was for a 2000 SLE
