No Boost

Searched the forum, didn't find this problem, so putting it out there. 2002 SSEi boost gauge runs through it'* range when engine started, so I assume it is working properly. Live stream data ( from scanner) shows 28.9 in hg at all throttle positions and boost gauge stays centered.. Replaced MAP , now shows 28.6 in hg. Shouldn't this drop under acceleration and cause the boost to come in? Any suggestions would be appreciated. Had some other issues, found some possible remedies on other posts. Great site.
