Most likely a security issue, either get VATS tuned out of the PCM, or you could get a bypass module.
Usually the light will stay on, or continue flashing if VATS has an issue, but when I disconnect the wires that go from the ignition cylinder to the TDM, my light did not do either, at least I do not remember it doing anything but coming on, then going out like normal.
