Surging at the top of first...TM?

Surging at the top of first...TM?
When at WOT the engines rpm seem to go down for a second, then back up and it shifts into second....the TCS was still on...is this torque management? I didn't try it with the TCS off. Could it be the SC belt slipping? I do have the stock belt on it with the 3.4 pulley.

So are the Torque Management files that Intense changes in their PCM only active when the TCS is turned off?
I should really try it with the button off and see if it still does it.

Gatorback 4060715 doesn't fit.....way too tight. Can't even get it on the pulley. I went with a 4060725 which is the stock size apparently......Might have to go to a 3.25 pulley before we can go to the one size down belt.
