If the coils are getting power at key on, then I think the ICM controls them by switching grounds then. The spark confirms the coils are being triggered. Also, you can confirm that you are receiving spark and not fuel by introducing an outside fuel source, like carb cleaner or starter fluid. The engine will run while it'* being sprayed.
You can get a small bulb (194 or 16
and straighten out the wires, and stick the wires into the back side of the injector wire harness. If the injectors are being triggered, you will see the light blinking.
