Default Q: 00+ DP/Cat Inlet Flange - Why? Ok to Remove?

I have a shop working on fabbing a 3" DP for my 03. The problem right now is the 4-bolt flange between the DP and the cat inlet. It'* not a standard flange. Does anyone know why they put this flange in there? Has anyone who replaced their DP just weld it right into the cat and eliminate the flange? GTPs do not have this flange. :?: Any insight would be greatly appreciated.
