Default What part is this?

I have a 1994 bonneville SE and am getting ready to sell/junk it as a problem has arisen in the steering column. A sponge part fell off of it due to dilapidation and was just curious what this assembly part was called in the picture I have submitted.

Thanks, apparently it also snapped my tie rod ending. It lasted me 3 years and I spent 150 dollars +500 in repairs along the way, not too shabby, RIP one of the king of beaters, the almighty bonneville.
