Default Traction Control Doesn't Work?!

hey everyone, I have a 95 bonneville ssei and the traction control wont turn on, the light in the dash is saying "traction off" and wont work! The user manual says that it is broken, i figured that, does anyone have any ideas about what is broken, and how to fix it?

is your ABS or Brake light on by any chance??.. you might have a problem with one of your Wheel Speed Sensors....

Edit...took a look what could cause the TC light to be on

thermal modeling- a system that is biult in to the EBTCM to prevent breaks from overheating
Transaxle temp switch is open
TCS (only) system fault is dectected by the EBTCM
an short to ground in the indicators circuitry
