What is it and is it bad?
Keep in mind I am learning. I apologize in advance because I don't know the names of things and such...but I do my best.
What is this?
I ask because I was greasing my chassis the other day, and I just so happened to notice the "boot" that is in the pic. It appears to be very hard and it IS cracked. So what is it called, what does it do, and is it immenent that it be replaced?

Well I know at the other end there is a zerk. I think someone said that there was a zerk on the tie rods on all 4 tires. I thought it was a typo...since I thought tie rods were a steering component. So, I guess what does a rear tie rod do? I would imagine it has to do with the alignment.

It does affect alignment, and may also have been a design remnant (in that configuration you see) of the rear-steering that was planned but never executed.
If you look at the rear setup and geometry, you can see just how easy it would have been to implement rear steering.
