Default Steering Hissing noise - Pump or Rack?

The steering on the '93 makes a fairly loud hydraulic hissing noise when I turn the wheel at low speeds (or parked). It'* not deafening or anything, but it'* far more noticeable than it is on my '96 or was on my '89.

Is that a steering rack going bad, or a pump? Or just noisy and not necessarily bad?

I'm going to have to replace an inner tie rod anyway, so if I'm going to need a whole new rack, it would be really nice to know that now, rather than afterwards.

To answer the first question you'll ask, I have plenty of fluid in the res.
