Default Gas Guage misreads

The gas guage in my 1993 bonneville reads different when it is sitting off then when it is sitting and is started, and it changes itself when you are driving.

I don't think you have any problem here. The guage is powered electrically. When no power goes to the gauage/sending unit, the needle may "float". That'* why you never see the gauge moving when your filling your car with gas (I'll assume you always have you car engine off when filling your tank) and it goes from E to F when you turn it ON. Happy Motoring.

If it'* just minor variations, then as Ol' Timer said, it'* normal. If you have wide swings, then you may be starting to have problems with the sender.
