Default Which Scan tool is the best and most cost effective to buy?

I see a lot of talk on the board about using scan tools. I want to buy one in the near future, but I also would like to get the most bang for my buck.

I know Snap-on makes one, but $2500.00 is a little steep. Actron makes a 9145 that looks promising. Does anyone have and use that model? I think it is fairly new.

I also have seen that EZ Xray has several models. They are a little more than the Actron when you compare apples to apples.

I want the capbaility of OBD I (3 cables) and OBD II.

Any other make and models that you are using?? How do you like using them and what are their strengths??
