Basically a RPM limiter (rev limiter) keeps the RPMs from going beyond the engine'* capabilities, and sending valves through the hood.
Mine is OBD I, but the hybrid one, and it has a rev limiter at 4000. I only know this because right after I got my exhaust my friend sat down in my car and started reving it. Then he really started getting on it and started swearing at my car because it would not go above 4000
I told him to stop...quite frankly I was pissed off that he reved my car that high...and wanted to go higher.
