its because of the tires that are on your car from the factory, the SE/SLE and some SSE'* only have * rated tires. the * rating means that the tire is not stable over 110 mph ( i think )..... and the some of the SSEI'* have higher ratings. I think the SSEi tops out at 128

I got to about 108 in my brother'* 96 Bonne SE, and it felt like the engine just quit. I got nervous and thought I just broke it, but I let off the gas and at about 106, I hit it again, and all power was restored.....til I hit 108 again. It seemed if I didn't let off the gas, the car'* computer wouldn't have given me power again... That'* what I experienced. I don't know how you guys are getting any higher than that, unless it'* just a minor inaccuracy with the speedometer. They weren't meant to be 100% accurate at 100+ mph. I think most are off a little, which is why police cars have to have a special "certified" speedometer. My HUD reads about 1 mph different from my analog speedometer . I hope this was helpful...

Don'* explanation of the rev limiter above is dead on. 4000 rpm'* in park or neutral, and even that is a bad idea. Then redline if in a drive gear above 15mph.

The top speed limiter varies by car. MOST non-supercharged are in the 110-115 range. It varies, and I've never seen a stock-chipped non-supercharged capable of over 118 at the most.

MOST supercharged cars are limited in the 125-130 range. 130 is the fastest I've seen on a stock-chipped SSEi.

This limit was set due to the factory speed rating of the stock tires, usually H. However, even in my case with the Z rated tires from the factory, I was still limited at 128 until I chipped the PCM.

A word of warning, I threw a tire weight off the left front decellerating back down through 125, and it was a VICIOUS experience to control the car. Lucky for me, it was the day before the new tires (2 sets ago), and the day after the chip install. If you're going to do runs over 100, make DAMN sure your brakes, wheels and wieghts, and tires are in PRISTINE condition, not to mention the rest of your suspension components.

Even struts can have an effect. Weak front struts can allow the air to give you aero 'lift' up front, loosening up the handling of the car. It'* an eerie feeling. Worn swaybar endlinks can do the same. Even older (weaker) or cheaper tires that have a lower sidewall strength rating can allow the tires to swell from centrifigual force, lifting the front of the car, and allowing aero lift. I've experienced all these effects in the past, but have them licked now. You want downforce on the front. My two ramair ducts give me a little bit more.

We had a discussion on this a few months ago. OBD1 cars atleast do rev above 4k in park.

Basically a RPM limiter (rev limiter) keeps the RPMs from going beyond the engine'* capabilities, and sending valves through the hood.

I know my car doesn't have any limiter that i know of, but i'm a little different because mines an '87 and i think that was the only year that didn't have one. Mine will rev all the way in any gear, even park. I don't know how fast i've ever had my car the speedo stops at 80 but i've gotten the needle to stop moving . And that wasn't even in OD.
