Default TCC Repair Cost

I have a 1996 Bonneville SE (non-supercharged) and recently had a code 1870 (manufacturer controlled transmission). Taking it for a drive with a transmission repair guy, he determined that it was the torque converter clutch. He said that he would need to drop the frame and that parts would come to $200 (for the TCC, some gaskets, and 12 qts. transmission fluid) and labor $600 (for 6 to 8 hours of labor). Does this sound reasonable?
