95 SE won't start
The guy that owned this car said he drove it somewhere and there was a bunch of white exhaust smoke and it wouldn't run again.
The motor is not the original, a 96 or newer out of a GP, car has 130000 miles.
The PCM & ICM have been changed, compression is 150 on all cyclinders, I ground a plug wire and there is spark. There is no water in the oil, there was no water in the cylinders, just lots of fuel. The plugs are literally soaked with gas and when cranked over with the plugs out, the cylinders spray gas, I assume from the build-up in the cylinders because it'* not like the injectors are spraying fuel out of the cylinders.
It turns over but doesn't try to start, any thoughts?

It sounds like an upper intake failure, from the white smoke.
Upper intake failures tend to make the spark plugs all fouled up. How do those look?
How long has it been since it ran?
Are you certain that it'* spraying fuel out of the cylinders, and not coolant? How is your coolant level? Check the radiator AND overflow tank. Low coolant won't prevent a startup, but it might tell a story...

There is coolant on the manifold from the thermostat housing leaking and quite a bit of it.
I have a new UIM ordered that will be here Tuesday but wanted to see if I could get it running before I change the manifold.
It definitely is fuel, not water on the plugs. The antifreeze is pretty fresh, very green, it certainly would be visible in the cylinders and on the plugs.
I pulled the plugs and cleaned them, same condition. I am going to try new plugs and see if that solves the problem. My understanding is that once plugs are fuel fouled, they will not fire, even when cleaned.

If you have fuel, and spark to the wires, then that pretty much leaves plugs.
Unless you somehow have a lack of air (engine is being choked to death). Have you tried cracking the throttle as you cranked it? My only theory there is that perhaps you have a stuck (closed) IAC valve.
