Default A/C pressure Problem

Okay my exterior temperature was flashing on my ECC so i ran the diagnostics in techinfo and read a code 66-low freon. i put a gauge on and read 65psi. i can hear the compressor cycling on and off. so i go to put freon in and im shaking the can for what seems like a hour and it never took any of the freon nor did the bottle get cold. the whole time the compressor is still cycling on and off. whats the problem???

Probably the exterior temp sensor on the radiator support.
