The Fuel Pump Relay is located with the other Relays on the main relay block under the plastic cowl on the passenger side on the firewall in the engine bay. I can't remember off the top of my head which relay it is though......

WHOOPS! That'd be the regulaqtor...
Easiest way to test that would be the Tire Valve looking thingy next to it. Let the car sit for a few hours. The carefully open that valve thingy, just like letting air out of a tire. If the regulator is bad, there'll be little to no gas come out.
Captain Obvious says: You're working with fuel here! Have rags and safety equipment (glasses, gloves, etc) in use! If the regulator is good, there will be a LOT of pressure!
