Default Headlights wired into wipers?

For some reason, the previous owner of my Bonnie decided to directly wire the headlights into the windshield wiper fuse. The car thinks that the lights are always on, and and hi-beam indicator is always on. Of course, when ignition is turned off, the lights go with it.

The audible warning is constantly going off when the driver'* door is open.

Is there any reason why someone would do this? And can it be fixed to work as Pontiac intended?

Sadly, no. I do have access to service information online through my local library, though. There isn't really much help in the lighting section, though (EBSCOHost Databases).

I did try to disconnect the line going into the fuse box, and that pretty much killed the headlights. I suppose it'* also why the wipers don't really have much get-up-and-go...
