For the line you'll need:
section of double-flared 3/16" brake line with fittings attached $5-6
3/16" flare unions ($5 for 2)
bending tool ($10)
tubing cutter (a must) ($6)
double flaring tool (another must...I had to buy after a LOT of searching...possible to rent) ($25-55)
With some practice it was not too hard to make a decent double flare. It was harder to do it on the line that was still on the car. I haven't had any leaks though.
If you need any more specifics I can help, as can many others who have done this.

I'm not familiar with replacing proportioning valves, but as far as the lines go, pretty much, just whatever you cut, double flare, and tighten with the unions (don't use compression unions).
