Angry Voltage problems

Hey All,

Need some hel with a problem I have been trying to solve with my 1994 Bonn SSEI supercharged. I started having problems with my head lights flickering, dash, heater motor slowing down and coming back again that sort of thing. I have replaced the battery and the alternator, checked and ohmed wires, cleaned grounds but can't seem to track down the problem. The battery cables are good the alternator & battery I had load tested and checked good, I don't have the ground buss in the floor pan just a ground wire that comes off the harness to a lug and thats all WoW like new no rot. I have checked bulbs and that sort of thing too. Now I'm stumped

My first question is; is there a voltage regulator or is it in the alternator, and 2 I had the PCM replaced last spring could this be an issue?

This all started last fall around Sep- Oct. Thanks for any advise.
