Marsha, I'm moving your topic to the Mechanical forum, 92-99. This is the performance section.
We need to know the year and model of your Bonneville in order to help you. There are many differences. Your general location may help us to help you, too.

We'll need someone with a 97 Factory Service Manual to tell you the number of the 2 fuses for starters. In the meantime, can you tell us if the compressor (inflator) in the trunk puts out air when you turn it on and press the little valve inside the fitting?

There are fuses in 3 different locations in the car, and 2 fuses control ELC and the inflator. It sounds like the compressor may not be running but the selector valve does, so just double check the inflator again by turning it on, and putting a tire pressure gauge on the valve after about 10 seconds.
For anyone with a 97 FSM: Need to know which wire at the pump has 12V. We need to check that to diagnose the pump.

Quickest and easiest way to diagnose if the pump is running. Press the on switch in the trunk and while someone holds that valve open listen under the passenger side rear of the car for the compressor running. Make sure the key is in the on position. The compressor will not work without the key being on.
When you say the struts don't seem to be working, do you mean front or back struts? Willwren is on the right path for the rears. If you are having trouble with the tront struts please see below. Otherwise disregard it.
The buttons next to your shifter inside the car. Do you have two buttons, one labeled "Performance Ride" and another "Touring Ride"? If yes are the lights on both of them lit at the same time?

Your CCR struts have failed. Diagnosis procedure is in Techinfo, link at the top of the page. Ultimately, you'll need to replace them with something other than the failure prone CCR system.
The CCR system, however, has NOTHING to do with the rear leveling or inflator. Different system.
