I just had that problem. At a dead stop you can't turn the wheel at all, but once you start moving a little it turns with ease. I had to have my steering pump and rack replaced and it works fine. Does it whine or make a lot of noises when you try to turn?

this is why I responed the way i did. (My comment) I thought he was being sarcastic about me not having my car running if my steering wheel won't turn. I don't have time for games when car isn't running right!

I think I am going to change out my PS fluid. But the pump and hoses look impossible to get to. Has anyone done this on a 92-95 */C engine? I can't see the hoses from the top. The reservoir is remote to the pump; it'* on the drivers side.
