Default How to put this back?

The other day this fell off from the passanger side, im not too sure what it is
or its purpose, it seems like a washer to me. I have gone over chilton'* guide
and i am still unsure of what it is, i think in the guide they say its a retainer or insulator.
i have tried to put it back, looks like it should just go in and hold on, dont knw maybe
i need some kind of cement/glue.

this is on chilton'* guide.. the red circle is my rusty metal piece that fell off

ive tried to put it back but it wont stay on.
Maybe more than one piece fell off, but it doesnt seem that way.
im looking to find out wut it is and how to properly replace.

thanks guys

yeah it does seem important, im going to get my summer tires put on early, so i can
have the mech take a look at it.

Easy to do with a super long breaker bar and the nut doesn't break off above.
