Welcome aboard... I don't know if this will apply to 92 but I know on 95 and 97 that the fog light switch is on the center top console.. on the roof. and yes the headlights have to be on for them to be on.. but it might be different for your car all together..

Welcome to the club.

Drifter420 is right as far as the '95 goes. I think most years are the same. The only thing that Drifter420 was a but off on (not by much) is that I don't have to have my headlights on but I do need atleast my parking lights. I know when I first got mine it took me a few weeks to figure it out on my own. When I did figure it out it happened to be at dusk while driving down the freeway. I ended up flashing the lights at the guy infront of me quite a few times (by accident of coarse ).

You have a '97 so you have DRL'*. You can't turn on just your parking lights unless you do this. It was either '95 or '96 that was the last year that didn't have them.

I think the fog lights go out when the high beams are on, so if the high beam indicator is always lit, maybe the fogs are somehow seeing the high beams on, so the fogs stay off. You may need to fix the high beam indicator first. Sorry, I have no idea what to look for there.

My check gauges light comes on if I'm real low on gas. How much gas is in your car now?

No...fogs stay on when headlights are on and the fog light switch is on...
