hood wont stay closed?

Hey everyone,
i put my new hood on the other day and everthing went okay.
it lines up pretty good and it will close but it will not stay closed, whenever i drive it will pop up.
I was wondering what this might be and i came to the conclusion that it is the hood release cable is broken..how do i fix it? if i pull the release on the inside it doesnt budge and i was looking at the latch that the bar is suppose to go into and i dont think it is working correctly? if anyone could give me any ideas that would be great
