yes that is what it looks like. How do i make sure the coil is not shorted?

If you have an Ohmmeter check the ohms. Just probe the two electric pins with the Ohmmeter and see if it reads around 28 ohms.

Or you can hook up 12 volts and a vacuum hose and see if the valve opens and closes.

ok so far i blew air though the ports on the valve. No debris came out. Air blew through with the car turned off and air blew through with the engine running.

With the power plug disconnected you should NOT be able to blow air through the valve.
Air should only flow when 12 volts is a plighted to the valve.

OK i put the meter on it and it did not have a reading.

Looks like that purge valve solenoid is bad.
You should be able to pick one up at a junkyard cheap.

couldnt locate one at the junkyard. will pick one up at autzone tomorrow. should the CEL automatically turn off?

Disconnecting the battery for awhile may clear the code. Otherwise you will have to get a scanner to clear it. Or, after a few drive cycles, the code may clear itself.
