Default Broken Signal Arm 97 SE

First off, this is for my brother'* 97 SE. Both upper and lower sections of his signal arm spin freely and the electrical connector was detached resulting in no cruise, no wiper control (they were stuck ON the slowest speed); however the signals and brights still function because they're controlled by the movement of the entire arm vs. rotating it.
This first picture is with the arm removed. All I did was pop off the cover behind the arm, disconnect the electrical connection, line the signal arm so the wiper control label was on "off", and firnly pulled it straight out. I color coded what I believe to be the areas/items that control each half of the arm. The two red arrows control the lower part of the arm (washer fluid) and the blue arrow is what I believe controls the wiper speed.

Well I installed the new arm and the lower portion which controls the washer fluid is nice and snug again. However, the upper section (controlled by the "blue" tab I think) still spins freely. I can't tell by that first picture or by looking at it in person if something is broken down in the receiving socket so that tab can't engage.

Are my assumptions correct and the reason the wiper speed control is free-spinning is because there'* something broken down there?
What'* the next step? Maybe I'm just not installing it correctly thereby not securing the blue tab in the right spot?? Thanks, guys.
