Default Problems with gas

So how much does a 93 ssei tank hold? because if i fill my ttank full, once the gauge gets to about half full, if i go down a hill and then stop at the bottom my car will stall and i will have to re-start it. What is causing this, because of this i have to refill my gas tank everytime i get around 1/2 full and then it takes 9 gallons to be full so i know that im not low on gas? Any help would be nice, the person i got the car from said that it had been doind this since it had been new(why the hell didn't they fix it ).

roughly an 18 gallon tank, but there'* room for another gallon or so in the neck

sounds like its a 92 tank without the baffles or a bad pickup/strainer
