what is the best way to check to see if a belt is slipping?

Which belt?

If it'* the serpentine, it won't necessarily slip, instead it'll drap across a frozen pulley. If that'* the case then it'll just chew up a belt real fast.

the belt was stretched and wasnt make complete contact with all the pullies so i had to buy a new one.

Damn, that IS a stretch!!!

It really sounds like you had the wrong size belt on there before you replaced it with a new(and correct sized) belt. I know these belts stretch over time, but not THAT much.
