Yes. Otherwise you will lose low end power and it is illegal to remove it. Get a high-flow cat to replace it with.

ya you are suposta have a cat converter... however alota cars dont have one..... but if jimmy jumps off the bridge are you gonna too?? lol my mom usta always say that.. but if you are gonna replace it go with a high flow aftermarket version.. i dont think there is realy any performence gains from not having one... beside that you can get a nice HEAVY fine for not having one too....
