Default Scan tool question!

My buddy owns a scan tool, its OBD 1. Im wondering if this will work on my 95 SSEi.

Is there a specific type for different cars or will any OBD 1 type scan tool work on any OBD1 car?

Im also wondering if the 95 SSEi is even OBD1 or if it is a hybrid year using OBD II.

Thanks in advance

I think that it is a OBDI connector with OBDII PCM

yea that is my fault brain fart

94/95 are OBD1 protocall with OBD2 codes and an OBD 2 connector... But it was an OBD1 compliant computer... The OBD2 scanners will not link to the PCM... It will have to be able to read 1995 GM with the 16 pin connector...
