Fuel Delivery?
Over the past month the car has developed a starting hesitation. When the engine is cold or even 120* or lower, when I start the car as soon as the engine crankes it holds around 400 rpm and idles rough for a second or two. Then the computer revs the car in 200 rpm increments up to the normal cold engine rpm of 1200. That takes about a second or two as well. Other than that the car idles fine in drive.

Fuel delivery problems are most apparent at HIGH rpm'*.
Ignition problems and IAC problems are most apparent at IDLE.
Ignition problems are also most apparent at LOW rpm'* under load, particularly in OD.
