Default I now have my own electrical gremlin?

Its has rained here for 2 days now. Each day I have tried to start my car I hear an eletrical fizz and the car will not start? I turn the key off and then back into on position and it will start. The thing I am not sure about is where to look? I don't know if something is wet on the inside of my car from the rain or from under the hood. The sound, sounds like it is coming from under the dash right above the steering wheel? Also where is the beeper speaker or chime thing under the dash located at? Any help would be great thanks.

Try to lift up the carpets and see if the pad is wet underneath.
