Default Running Hot

I have a 96' Grand Prix 3.1L SE. It runs hot when idle or in stop and go traffic. It has brand new water pump, coolant, and now engine collant temp sensor (gauge). Fan #2 (passenger side) isnt turning on. The relay is good and when you jump pos and neg posts in fuse panel it turns on.

EDIT: Temp is 240 when I say running hot

Check the wiring and make sure its good. The wiring tends to short right under that fusebox on the passenger side.

The second fan doesn't turn on till the engine gets pretty hot. Does it turn on when you turn the AC on?

Sounds like you may either have a stuck thermostat or bubbles in the cooling system. How did you bleed the air bubbles?

The wiring is good, the fan motor is good. Bled the system through the 2 bleeders. Im thinking its whatever is supposed to tell Fan #2 relay to turn on because when you jump it with needle nose pliers in the fuse box, it turns on. It does not turn on when a/c is on.

Fan #1 turns on around 212*, fan #2 turns on around 226* Your ECT sensor may not be reading right.
