Default A/C pully won't spin

I noticed today that my A/C pully will not spin when the air is turned off. The front of the pully face that is held on by bolts is not moving when air is turned off. When I turn the air on the pully moves just fine and the squeeking goes away. Is this a bad A/C pump? The serpintine belt was just replaced by the guy I bought the car from. Any help would be great.

a note to the A/C pully problem. We just installed the new stereo system with deck, subs and amp. could we have done something that would cause the A/C pully problem? The problem was not present prior to the stereo install.

guess my post didnt get moved also... basically it isnt supposed to spin when the air is off there is a bearing in there that allows it to free spin when the ac is off. this is the bearing causing the noise. its slightly possible then you messed up a wire but i highly doubt it . most likely you just need to repleace the pump. the bearing assembly is almost as expensive as the pump and a pita to change might as well jsut pop a new pump in. mine does the same thing im still driving on it one day it will go out im sure i just leave the air on
