Search TECHINFO, there'* a procedure that addresses cleaning the evaporator coil. Over the years they get crudded up & restrict air flow across the evap. That'* where I would start. There'* also motor, or vacum operated dampers that shift to align themselves for various ventilation modes.

It does sound like a classic case of a core cleaning job. Evap cleaning 101. I did mine just for the hell of it, and increased my flow by 1/3.

I have the same prob with my 92 SSE.
Before you clean your evap core check to make sure that when the AC is on that air is not coming out of the bottom vents when it should be coming out of the front dash vents. You may have to remove the plastic piece on the floor behind the console to really feel it .
I cleaned my evap core and it did not help one bit. I checked the easily accessible vacuum lines and they are all connected. I have cold air spilling out of the bottom vents when my climate control indicates it should all be coming out of the front dash vents. My car suffers from the same dilemma. The blower motor sounds as if it should be blowing your hair back but the flow is very weak. The right side passenger vent is the weakest. Good luck and let me know what you find out. I am going to investigate further when the weather cools off here.
