Question 1995 Key fob program problem

I am trying to program a new key fob according to Toddster'* instructions here: https://www.gmforum.com/showthread.p...highlight=belt
and I ground terminals "A & G" and nothing happens. Any ideas here, or should I go with Danthurs process on same link? I the "BCM program fuse" the ECM Passkey II fuse in passenger panel?

Thanks!

Are you adding an extra remote or is the first one you are adding to the car?

Look close at teh plug. We had a member a while back using the wrong terminals. Looked at it upside down.

It is a second remote. I am using the terminals labeled in the 12 pin diagram.
Upper right ground, lower left Keyless program

IMPORTANT : Before entering the programming mode, verify possession of all the transmitters you will be using on the vehicle. Once you program the transmitter, the memory erases. The other transmitters will not be functional until you program the transmitters again. You may program up to 4 transmitters.

Perform the following procedure when adding new transmitters or replacing failed transmitters:

Turn the ignition switch OFF.
Use a fused jumper in order to jumper the DLC terminal 8 (BLK/WHT) to terminal 4 (BLK).
Close all of the doors.
Turn the ignition switch ON. The doors will cycle to lock.
Press and hold the LOCK button and the UNLOCK button on one transmitter. After a 30 second delay the doors will lock and unlock.
IMPORTANT : Do not turn the ignition OFF or the first transmitter will become inoperative.

In order to program extra transmitters, repeat step 5.
Disconnect the jumper from the DLC.
