Brake booster issue?

Brake booster issue?
Lovethe show, long time listener, first time caller and all that.
I've had an odd problem with the brakes on my 1994 SSE. On VERY cold mornings after starting the engine the first press of the brakes will feel just like it should, but then the next application will have no boost at all - then a couple presses later the boost is back. I don't think anything in the ABS system would fight back like that - and I've no ABS warning light, no service brake warning light either.
It seems like the brake booster is not getting its vacuum supply replenished right away when very cold. I've not had problems with power brakes on any of my cars before so it is new to me, but I have a vague memory of problems like this.
It is not the vacuum leaking down while the car is off - the first press on the pedal still has boost. This issue buggs me as my bride drives this car and after having both he knees replaced her legs/knees are not as strong as they once were.

Welcome! There'* a vacuum manifold just above and to the left of the booster. It looks like a black plastic cover. Are all the connections intact? Most are on the bottom of it.
This box acts as an accumulator......but I don't know offhand if it could affect the brake booster. Just something to check. (I'd check for you, but I'm not dressed yet, and the car is parked on the street
