The oil fouled plug is bad. Sounds like you have a broken ring land or something similar.
I don't think its the miles on the car. Not much in a cylinder deals with oil .... exept the oil ring. Sorry dude. I'm not trying to be the bringer of bad news but it doesn't sound good.
A compression test may or may not help. I have saw stuck ol rings before but that was after many years of sitting.

Run some seafoam motor cleaning stuff in the oil.. use twice the recommended dosage.. and flush the oil after 100 miles of driving or so. I don't think the piston oil ring is susceptable to breakage.. it might be the actual cylinder ring.
