95 Bonnie Link error
My car has started an extremely rough idle then shuts off. When i notice that it is beginning the rough i try accelerating but it hesitates even if i mash gas pedal hard. Ive taken it to four different shops and no one can get the codes although check engine light is on. Can someone anyone help me please?!!

Verify your fuel pressure.

We did that. Also replaced mass air flow sensor. Cleaned the intake system. Made sure air filter was clean. And ran seafoam through gas tank. Ive heard it could be leak in vacuum hose, o2 sensor, gsr intake valve and power steering pump. All of which are too pricey to just buy and not need.

Yet you replaced a $100 MAF sensor not knowing it was the problem?
You can spray carb/choke cleaner around the intake system while its running.
How is the coolant level?
An O2 sensor won't cause rough running. It will just have an effect on fuel mileage. And power steering pump would have to seize first.
What was the fuel pressure anyway?

And regarding your inability to scan, '95 used OBD 1.5, which is a mishmash of OBD 1 and 2 plaguing many 94-95 model year GM'*. A scanner usually needs to specifically state it is compatible with this to be sure. Many combination OBD 1 and 2 units can do it however. I own an Actron CP9145 which works great pulling codes and live data.
Fuel pressure is a good place to start (thanks Mike), but if that is in check, I would check for obvious vacuum leaks. Beyond that, it would be best to get it to someone that has the computer equipment up to the task, or look to acquiring the equipment yourself.
