Default 98 Bonne SE. EGR insufficient flow. P0401

I'm having difficulty with this code. I have a new EGR, EGR to intake tube, and Dorman plenum. For some reason when the EGR is closed it still reads 7cfm on my Torque2 app or .670v on a voltmeter on the pintle position wire. Thereis good ground, 12v and 5v signals to the EGR. It funcions properly when opening the throttle. Intake, throttlebody and exhaust are clean and have good flow.
Has anyone else seen this problem?
