It'* just blowing hot air. It'* not leaking, still has r-134 in it. Clutch kicks on and off. Could it be the compressor or something else? Any help would be greatly appreciated thanks.

First things first, is your A/C compressor turning on when you turn the A/C on inside the car.

Blowing hot air could be an obstruction problem or even a condenser malfunction.

I believe so. The rpms change when I turn it on.

The air mix door in the HVAC vent is probably not moving. The door actuator is vacuum powered. Read the following thread for a description of how to access the vacuum manifold behind the glove box. You will likely find the problem if you follow the steps Dan provided in his description.

turn on teh AC and visiually confirm that the center of the compressor pulley is spinning. Not just a start then stop and start then stop, but an engage and keeps spinning.

Sounds like you could be low on freon if it'* not engaging solidly. But you need to look.

The actuator did not move when I turned on the ac.

I'm not exactly sure how to get to the lines though. I have taken the liner out. Anything else need to he removed?

also the clutch turns on and off. If the actuator does not move should the low side line still be cold regardless? Because it is not.

compressors not supposed to shut off just stay on when the a/c is turned on and turn off when the a/c is turned off. you may have a leak and be low on charge
