Default 93 Bonneville will crank but not start. No fuel pressure!

My dad is giving me this car, it hasn't been started in over 6 months. I first had to charge the battery and replace all of the vacuum lines, then tried starting it, it cranks but won't start. I checked several things and found no fuel pressure in the rail to the injectors. There is no voltage going to the fuel pump at the connector by the fuel tank. The fuse in the area over the passenger footwell is good, but I can't get the relay out to check it with my mighty meathooks, there just isn' room. Is there a way to drop that fuse/relay assembly down to make access easier. I plan on buying a manual for this thing, I'd like to see if i can get it running first so I can get it home. What else do I need to check if the relay checks good? Any information is appreciated, I have an electronics background and a basice wiring diagram, but it doen't really show where the relay gets it'* power and signal from. Thanks
