Default 1998 Bonne SE Torque Converter wont lock in Overdrive...

It will shift fine through all gears but the TC wont lock, even with cruise set on the interstate @ 70mph, car up to normal operating temp, 168K miles. I am getting a P0717 code (input/turbine speed sensor low input) so I think that could have something to do with it but I am not sure, any help is apprecated!

You need to hook up a scan tool and monitor the input sensor. If you drive in the D position (not OD) the input and output sensors should read the same once you get to 3rd gear.
