Oilly UIM and PVC
So i took off my Upper Intake Manifold, High Velocity Intake Insert, to re-do the seal between the HVII and the UIM. Everything was really oilly. The UIM, top of the HVII, and the LIM especially around where the PVC goes was covered.
So what does that mean?

Two guys here have sent me their ruined uppers for my sleeved repair idea. Both were very oily inside. I just used a can of engine cleaner and a 5-gallon bucket of hot, soapy water to clean them.
Also, when I replaced my throttle body gasket last month, the inside of the throttle blade was a sticky, oily mess, yet the car doesn't use a drop of oil.
I therefore think it'* a normal condition, and nothing to worry about.

As Bob Dillon said, it is normal. Blowby gasses are drawn into the manifold from the PCV and exhaust gasses are likewise from the EGR. When the engine is shut down these gasses are trapped in the UIM and then settle and condense on the walls as the engine cools. That is the reason you have to clean the TB occassionally. On the old carburated engines you had an air fuel mixture flowing through the manifold that kept it clean. On todays fuel injected engines fuel is delivered right to the intake port so there is nothing to clean the manifold. Perfectly normal and nothing to worry about.
