85 park ave

85 park ave
I have an 85 park ave with 45 k miles. I have been having fuel/ idel problems.
I have replaced the fuel pump 3 times. I aftermarket and 2 ac delco. Currently have an AC DELCO.
Problem is I only get 30 #* of fuel preasure at idle. The book says 37 - 43. If I remove the vacuum from the fuel regulator it will go to 40 #*.I have put on 1 used and 1 new regulator and still have the same issues.
I replaced the fuel pump the first time because of the fuel preasure issue. The next time because of the fuel preasue issue and the third time because it would not hold the presure with the key on.
It does hold the presure at 30 with key on. I have replaced the sock filter each time and the cannister fuel filtereach time I replaced the fuel pump.
I removed and had cleaned the injectors.
It is not leaking fuel anywhere.
The car currently ides just ok but lacks power on the top end. Top speed is 85 and will not hold speed on hills.
I have done all the normal and not so normal tune up stuff with no help.
What next ? another new fuel pump ?

Check the voltage going to the fuel pump. Perhaps this is low. It sounds like you hit all the fuel system areas. Pump, filter, regulator, injectors. That only leaves the fuel line. So the next step is what drives the pump. Check the voltage. How'* the altinator doing?
