That answers one question - my 90 SE came with GT +4 "H" rated tires and the cutoff is set to 125 mph. My guess is that a cutoff of 111 represents a car that came with * rated tires.
Q = 100mph U = 124
R = 106 H = 130
* = 112 V = 149
T = 118 Z = 149+
